Simple translation

Strong sarvESvaran came and incarnated as paraSurAma having axe with sharp edges as the weapon and killed twenty one generations of kings who were filled on earth; I, who am a servitor, got to see him in thirukkaNNapuram which is having surroundings where beetles, in a swarm, take the honey and consume that, the beautiful neelOthpala flower would ooze out honey and pervade the entire area with its fragrance.

Highlights from vyAkyAnam (Commentary)

vadi vAy … – Strong sarvESvaran came and incarnated as paraSurAma who is having axe with sharp edges, severed the kshathriya (royal) clan which existed, making the earth tremble.

kudiyA … – As the beetles come along with their children and consume the honey, the beautiful neelOthpala flower, subsequently too oozes out honey. Just taking one handful of water from the ocean will not dry out the ocean. thirukkaNNapuram which is having surroundings which are abundant with fragrance.
