Simple translation

The dhivyadhESam named thiruvazhundhUr is having best among brAhmaNas who are having youthful form which has no mix of old-age, who can conduct vEdham and perform hOmam using fire at three meeting points every day, viz dawn, mid-day and dusk, to make the cloud pour down as rain, even before such yagyas. It is having very beautiful streets. This is the eternal abode where the one, who mercifully arrived from kshIrAbdhi (milk ocean) and incarnated in the dense darkness to make the lock of the shackles which were placed for a long time, around the feet of his father, vasudhEva, unlock on its own. He is the lord for me, my father and my clan. Such krishNa’s abode is eternally desirable as in the case of paramapadham.

Highlights from vyAkyAnam (Commentary)

thandhai kAl … – He is having the nature of coming and helping during dangerous times and eliminating that danger. The shackles on SrI vasudhEva’s feet had been there for the duration of eight pregnancies (of dhEvakip pirAtti). He made that go away on its own. He was able to carry krishNa up to thiruvAyppAdi (SrI gOkulam).

naL iruL kaN … – The lord of my clan who came in the dense darkness and incarnated, to be invisible for those who have been placed as guards by kamsa.

vandha – Not just for SrI vasudhEva, he came and helped us too.

maruvi ninRa … – Unlike that incarnation in which he left for paramapadham at some point, this abode thiruvazhundhUr is where he is eternally residing to help those who are like SrI vasudhEva. The abode where he is present is our goal. AzhwAr is telling with great desire that since bhagavAn, who is our goal, has arrived here and is residing, this is similar to the ultimate destination, which is paramapadham. This is the same meaning for all of the other pAsurams in this decad.

mundhi vAnam … – The cloud will first pour down the rain. Even before the intent of the brAhmaNas, the side effects, will happen first.

mUvA uruvil maRaiyALar – All of the brAhmaNas in this abode are youthful agnihOthris. These are the people who get upanayana samskAram etc at the apt ages mentioned in SAsthram, and will perform yAgams etc at the apt times.

andhi mUnRum anal Ombum … – They are not performing these activities with the expectation of results; there is no [specific] result for nithya anushtAnams (daily mandatory routines); hence this is what is seen in the abode where the streets are beautiful.
