Simple translation

appan (bhagavAn) is mercifully present in thiruviNNagar which is having long streets with abundant wealth, having places in the cool proximity, surrounded by ponds which are having lotus flowers with petals; thirumangai AzhwAr who is having huge hands which are having the magnanimity of a cloud filled with water in the rainy season, mercifully spoke these pAsurams on such appan; for those who practiced these pAsurams, sins will not remain.

Highlights from vyAkyAnam (Commentary)

thAr Ar … – thAr – petal; being surrounded by ponds which are having lotus with flowers having petals. Alternative explanation; thAr – radiance; that is, flower with radiance. All the places in the town are decorated with ponds with lotus flowers.

sIr Ar … – One who has arrived and residing in thiruviNNagar which is having long streets which are manifesting wealth, is glorified here.

kAr Ar … – AzhwAr whose hands grew big by giving to others like a cloud in the rainy season, which has absorbed water fully upto its neck, mercifully spoke this garland of thamizh pAsurams, to have beautiful tune. Those who are experts in these pAsurams. As said in vishNu dharmam 8.3.7 “aham vakthA bhavAn SrOthA vAchyO yOgO vimukthidha:” (I am the speaker; you are the listener; spoken subject is that which bestows liberation), when asked “Do those who learn these pAsurams have such great qualities [like AzhwAr to benefit like him]?”

Ar Ar … – Their birth, knowledge can be in any manner. They only need to be free from the shortcoming in the taste to learn these pAsurams. They need not even pray “Whatever is obstructing the attainment of bhagavAn, let that be removed”. Those sins will leave them on their own thinking “This is not the place for us”.
