Simple translation
sarvESvaran assumed the form of a well-grown fish at the time when the ocean of deluge consumed the earth. He roamed atop the anchoring mountains and further rose up to the wall of the oval shaped universe, and independently roamed around there. Oh those who desire to remain joyfully under the divine feet of my lord who is uncontrollable! Reach the dhivyadhESam named thirunaRaiyUr where the chOzha king, named sembiyan, who is having reddish eyes, is residing and where the beetles are gathered in a swarm and are dancing, and where the divine kAvEri river is gathering and bringing the precious gemstones and scattering them on the borders of the fertile fields which are being ploughed, and which is having the prosperity to let all the people take sandalwood trees and eaglewood tree logs.

kozhum kayal … – The time when the ocean of deluge consumed the whole earth; being a strong fish, climbing atop the anchoring mountains, jumping up to the roof of the oval shaped universe, bhagavAn who is freely enjoying leelA.
endhai … – Oh those who desire to surrender unto the divine feet of the apt lord!
ina vaNdu … – Swarms of beetles are dancing joyfully. kAvEri river is bringing the precious gemstones and scattering them along the borders of the fertile fields which are being ploughed. Also letting the people of the world take the sandalwood and eaglewood tree blocks, the river ponni (kAvEri) is bringing and giving prosperity to thirunaRaiyUr. Or, it could be an adjective to the chOzha king – the king who brings prosperity. Since these are present in that dhivyadhESam, both the king’s leelA and the free-flowing movement of kAvEri are desirable for AzhwAr.
