Simple translation

Oh those who are desiring to reach sarvESvaran who is having water of the ocean which surrounds the earth, as the divine garment to be worn, and the expansive earth as his divine feet, the air as his divine form, the beautiful eight directions as his divine shoulders and the roof of the oval shaped universe as his divine crown! Reach the dhivyadhESam named thirunaRaiyUr where the chOzha king, named sembiyan, who is having reddish eyes, is residing and who is holding the best weapon, sword, on his right hand, which will push the noisy, huge elephants down and kill them, and will make crows climb on the heads of the kings who came opposing in the battle and are having valourous anklets, and are decorated with crowns which are embossed with precious gemstones.

pavva nIr … – Oh, those who are desiring to reach sarvESvaran who is having the whole universe as his form as in having water of the ocean which surrounds the earth, as the divine garment to be worn, and the expansive earth as his divine feet, the air as his divine form, the beautiful eight directions as his divine shoulders and the roof of the oval shaped universe as his divine crown!

kavvai … – Pushing the elephant which is having great strength and rushing with huge noise.

viNNi … – viNNi – battle, capital city. Those kings who come opposing in the battle, and are having valourous anklets, to be killed and to make the crows climb their heads, the chOzha king fought. Due to the fame attained by the connection with thirunaRaiyUr, bhagavAn remaining with the universal form and the chOzha king remaining victorious in the battle are both equally enjoyable.
