Simple translation
At the time when cruelty was abundant, emperumAn climbed on the matchless garudAzhwAr who is known as periya thiruvadi, and has wings which help him fly and are present without any shortcoming, and mercifully arrived to make the rAkshasas who have long spears which are completely stained with the blood of those who opposed them, run in eight directions and to kill some of them, and won over lankA, the town fortified by ocean. Oh my heart! Surrender unto such emperumAn’s abode thirumaNimAdak kOyil in thirunAngUr which has acquired great fame due to the surrender preceded by offering of obeisances by distinguished brAhmaNas who perform fire oblations by the methods explained in vEdham, with the three types of fire (gArhapathya, AhavanIya, dhakshiNAgni), who are well versed in four vEdhams, who are endowed with five great sacrifices and six ancillary subjects of vEdham and who truly know the seven svaras.

siRai Ar uvaNappuL – siRai – wing. Having wings which help in movement, without any shortcoming.
uvaNappuL – The bird named uvaNam. uvaNam is a name for periya thiruvadi (garudAzhwAr).
onRu ERi – Climbing on that distinguished bird.
thisai nAngum nAngum iriya – To have them run away in eight directions.
seruvil – In the battle.
kaRai Ar … – To destroy the clan of rAkshasas who carry long spears which cannot be washed of their stains. Some run away and some die.
kadal sUzh … – He defeated lankA which is surrounded by ocean and is always filled with evil entities just as anthill will never cease to host snakes. It is said that emperumAn climbed on garudAzhwAr and defeated mAli, sumAli, mAlyavAn et al.
kadandhAn idam thAn – The abode of the one who won over lankA.
muRaiyAl … – Aptly; or as said in vEdham, those who have three types of agni (fire) and raise them.
nAl vEdhar – Those brAhmaNas who sustain the four vEdhams in the same manner; those who properly perform pancha mahA yagyams (five great oblations) etc and are experts in six ancillary subjects of vEdham, and saptha svarams.
vaNanga … – thirunAngUr which has the fame of being surrendered by such distinguished personalities.
