Simple translation

Being our lord, he is complete with vIraSrI due to vowing to destroy the town of rAvaNa who had desire towards pirAtti rushing to the hermitage (of pirAtti) covering his body with saffron cloth, and was able to complete the task as well. He mercifully presented himself to have the gOpikAs who are having bamboo like shoulders and humility, make fun of him saying “he ate our butter”. He is my lord who has mercifully reclined in this dhivyadhESam named thiruvevvuL.

Highlights from vyAkyAnam (Commentary)

kAsai … – Covering his whole body with saffron cloth, rushing towards the hermitage due to fear for SrI rAma, rAvaNa who assumed the form of an ascetic who is free from desire and hatred, showed desire towards sIthAp pirAtti without considering that she is the mother [of all]; emperumAn who is complete due to having vIraSrI to think in his divine heart to turn such evil rAvaNa’s town to ashes, and complete the task.

nam perumAn – In that manner, the one who showed the same partiality which was shown towards pirAtti, towards us.

vEy … – sarvESvaran being unable to sustain himself without the butter which was touched by gOpikAs who have shoulders resembling bamboo and who have noble qualities, stole their butter and mercifully consumed the same, and stood to be scolded by them for that reason.

evvuL kidandhAnE – The wise people were saying as in SrI rAmAyaNam yudhdha kANdam 131.7 “rAmOrAmOrAma ithi prajAnAmabhavankathA: | rAma bhUtham jagathabhUth rAmE rAjyam praSAsathi ||” (When chakravarthi thirumagan (SrI rAma, son of dhaSaratha chakravarthi) was ruling the kingdom, every one was constantly reciting “rAma rAma rAma”; everything in the world was seen as SrI rAma only). and those who have great love towards him were scolding in this manner, he is mercifully in thiruvevvuL hearing both of these.
