Simple translation
sarvESvaran is the lord for bhUmippirAtti, who is surrounded by ocean with agitating waves and having that itself as waist string, for periya pirAtti, who is residing on lotus flower, for brahmA, rudhran, indhran and other dhEvathAs, and is the lord for us and is the leader for the nithyasUris. His divine name is said as “namO nArAyaNa”. Utter this name to have our sins destroyed.

pongu puNari … – When AzhwAr was asked “You have been supporting this divine name for a long time. What is the meaning for it?” AzhwAr explains it here. SrI bhUmip pirAtti who is surrounded by ocean with agitating waves and having that itself as the waist string.
malar mA mangai – periya pirAttiyAr who is having lotus flower as her residence.
piraman … – He is the controller of brahmA, rudhran and all other dhEvathAs starting with indhran.
engaLudaiya adigaL – As said in SaraNAgathi gadhyam “asmath svAmin” (Our lord).
imaiyOr … – Since brahmA et al were explained in the previous lines, imaiyOr indicates nithyasUris. The divine name of the leader of nithyasUris as said in thiruvAimozhi 1.1.1 “ayarvaRum amarargaL adhipathi“. Thus, it is implied that he is ubhaya vibhUthi yukthan (one who is with both nithya and leelA vibhUthis). With these, the intent is to say that bhagavAn is ubhaya vibhUthi yukthan. Thus, he is the lord of those who have no shortcomings, those who think themselves to be free from shortcomings and those who have shortcomings.
nangaL vinaigaL … – You utter this divine name to eliminate the sins which all of you have knowingly committed since time immemorial. [A disciple by he name] eNNAyiraththuth thirukkulaththAzhwAn asked nanjIyar [one of our preceptors] “Will prapaththi [surrender] be a remedy for sins accumulated by mistakes committed knowingly too or only for mistakes committed unknowingly?” nanjIyar mercifully responds “If we look at its greatness, it can be a remedy for mistakes committed knowingly too. But when one, who has surrendered, has gyAnam (knowledge), he will not be lacking in atonement. Hence, he will only have mistakes which are done unknowingly. When it eliminates the mistakes which were committed before the surrender, that cannot be said as eliminating mistakes which were committed knowingly, since everything was done knowingly back then”.
namO nArAyaNamE – This divine name is to be uttered even if it causes sins, since the name is so desirable.
