Simple translation
The dhivyadhESam (divine abode) of sarvESvaran who is having sudharSana chakram in his right hand and SrI pAnchajanyam in his left hand, and who churned the kshIrAbdhi (milk ocean) to agitate it, fetch amrutham from it and give it to dhEvathAs to eliminate their worry and hence became radiant, is the dhivyadhESam known as thirunaRaiyUr, where brAhmaNas, who have the acts of speech which is having goodness of truth, are eternally residing.
Highlights from vyAkyAnam (Commentary)
kalanga … – Churned the ocean to bring out the aquatic beings to the top along with the sand from the ocean bed, fetch the amrutham and give it to dhEvathAs who were tormented by asuras. He did not do this for the sake of his divine consorts or his dear devotees, but for dhEvathAs who say as in SrI bhagavath gIthA 16.14 “ISvarO’ham” (I control everyone with my ability) after receiving the nectar. While he did all the efforts, he granted the enjoyment of drinking the nectar to them and once they consumed it, he considered it to be his own benefit and became radiant,
valam kai … – The abode where sarvESvaran who is having the divine weapons to eliminate the enemies of those who are enjoying the nectar.
nalam koL … Those who are experts in vEdham which shows the truth as it is; alternative explanation – the abode which is inhabited by brAhamaNas who are truthful.
