AzhwAr says in this pAsuram that just like crops will look up only to the rain bearing clouds, even if there is severe drought without any rains, my heart will look up to you only, even if you do not remove my sorrows.

viththuvakkOttammA – Oh my lord, who has mercifully taken residence in thiruviththuvakkOdu
vAn – clouds

Simple Translation
Even if clouds had not rained for a long time, crops will look up to the dark clouds only, for their nourishment. On my lord, who has taken residence in thiruviththuvakkOdu! In the same way, my mind will engage only with you, even if you do not remove my sorrows which have to be got rid of only through experiencing them.
vyAkyAnam (Commentary)
eththanaiyum vAn maRandha kAlaththum paim kUzhgaL – even during the times when the rain bearing clouds refused to rain, the crops which are green…..
maiththezhundha mAmugilE pArththirukkum maRRavai pOl – they will only look up to the dark clouds in the sky and will not know to go in search of ponds, puddles etc.
meyththuyar vIttAvidinum viththuvakkOttammA – brahmaivaivartham prakruthi kANdam 26-70 says “avaSyam anubhOkthavyam krutham karma SubhASubham l nAbhuktham kshIyathE karma kalpakOti Sathairapi ll” (The results of puNya and pApa karma (good and bad deeds) carried out by a person have to be necessarily experienced. Even if a hundred crore kalpam (extraordinarily long period of time; a kalpam is one morning time of brahmA) passes, karma will not disappear without experiencing). In line with this SlOkam, meyththuyar is the bundle of sins whose results have to be necessarily experienced in order to get rid of them. emperumAn has mercifully arrived at divine abodes in order to sever the connection with samsAram for those who attain him. Even if you do not sever such a connection…..
en siththam un pAlE miga vaippan adiyEnE – every time when it appears that you, who are supposed to protect me, do not protect me, my heart engages with you more and more.
