Simple Translation

With the divine, beautiful waist region moving on the side, and having a form of a little child which steals the minds of beholders, will the divine son of SrI vasudhEvar, who has a divine complexion like a bluish gemstone, not take tender steps?

vyAkhyAnam (Commentary)

pakkam …– just like small streams, which are at higher and lower altitudes, flowing down the slopes of dark, small mountain, shine brightly… pagar – radiance.

akku … – the beads made of shells, donned on the divine waist, rise and fall, hanging down. akku vadam could also refer to a chain made of silver.

aNi … – with the divine waist region swaying on the two sides

makkaL … – a beautiful child, who has not been sired by anyone in the world, his

thakka … – will the divine son of SrI vasudhEvar, who has the divine complexion of an apt bluish gemstone, not take tender steps?

thiruvAimozhip piLLai says here that the term mAmaNi vaNNan refers to the divine complexion of an eminent bluish gemstone. vAsudhEvan – he too {vasudhEvar himself] would have grown up like this, just as it has been said in manthra praSnam chauLa kaNdam “AthmAvai puthranAmAsi” (a person himself is born as the son). The pAsuram should be rearranged to read as mAmaNithakka vaNNan vAsudhEvan – ulaginil makkaLaip peydhu aRiyA maNik kuzhavi uruvil – karum siRuppARai mIdhE aruvigaL pagarndhu anaiya akku vadam izhindhu ERith thAzha aNi algul pudai peyara – thaLar nadai nadavAnO in order to get the sequential meaning.
