Simple translation

emperumAn, once, previously having a distinguished form, mercifully rested on the strong and tender thiruvananthAzhwAn in thiruppARkadal; he is having the nature of chinthAmaNi which fulfils desires; the abode of such emperumAn is paramESvara viNNagaram which is surrounded by mansions filled with precious gems and is in maNNai, the capital of the beautiful kAnchIpuram town where the pallava king who previously fully engaged in the battle to have the enemies destroyed in the huge mouth of the spear which consumes the flesh of those enemies, surrendered to such emperumAn there.

Highlights from vyAkyAnam (Commentary)

uram … – As said in sthOthra rathnam 39 “prakrushta vigyAna balaika dhAmani” (One who is the abode of great knowledge and strength), thiruvananthAzhwAn is having the ability to bear even if bhagavAn and his consorts jump on him and is having the tenderness to flexibly adapt himself  based on the divine heart of bhagavAn; in thiruppARkadal, on such thiruvananthAzhwAn, previously, emperumAn mercifully rested with the best form.

varam … – The abode of emperumAn who is granting all desires, being aruLALap perumAL (one who mercifully bestows boons),

In the beautiful kAnchIpuram which is surrounded by gem studded mansions.

nirandhavar … – maNNai is the name of the river and the capital city; just as “thiruchchiRRARu” is the name of both the river and the dhivyadhESam. There are enemies in that capital city; their puN – flesh; the spear which will consume those enemies with its huge mouth; the enemies becoming prey to that spear and be killed. His valour/masculinity is respected by thirumangai AzhwAr himself. The king is respected by thirumangai AzhwAr who is greatly valourous in every field as said in periya thirumozhi 2.4.10 “kadamA kaLi yAnai vallAn” (one who can control very joyful, intoxicated elephant), periya thirumozhi 5.8.10 “AdalmA valavan” (one who can ride the great horse named AdalmA) and in periya thirumozhi 3.9.10 “maruvalar tham udal thuNiya vAL vIsum parakAlan” (parakAlan who launches his sword to sever the bodies of enemies). This is similar to SrI rAmAyaNam yudhdha kANdam 104.6 “ranjanIyasya” (SrI rAma’s valour is liked even by his enemies).

seruvil … – He destroyed all the enemies in the battle and remained pervaded everywhere.
