thiruvAimozhip piLLai says, in his svApadhESam, that krishNa should walk with a decoration, just like chandhran appears amidst ocean.

Word-by-Word Meanings

Simple Translation

Just like the lunar region appears moving in the middle of the ocean [the reference here is to the shadow of the moon], which is tossing waves, krishNa has reddish eyes, dark complexion and eminent locks. He has the ornament chutti, which is radiant, on his divine face. gangA river, which is tossing white coloured waves, has water which is the best among all the sacred waters. Will krishNa not take tender steps such that the chutti sways between left and right sides, emitting radiance, and with water dripping from his private part, the water which is without a match, which has the strength of sacred waters and which is more eminent than the water flowing in river gangA?

vyAkhyAnam (Commentary)

thirai nIr … – just like the lunar region [whose shadow] in the ocean, which has agitating waves, appears to move.

sengaN mAl … – having reddish eyes, and as a complement to it, a dark divine form, and having eminent locks. mAl – one who has a dark complexion.

than … – with the ornament chutti, which is shining on the divine face which is beautiful and cool, emitting radiance everywhere as it sways between left and right sides.thiruvAimozhip piLLai says here that on the divine face of emperumAn, which is cooler than chandhran, the divine ornament chutti is resplendently reflecting, shining everywhere.

peru nIr … – river gangA is the most eminent among sacred waters, throwing up waves, with its flow never changing. Will krishNa not take tender steps such that water, which is more eminent than the waters of that gangA and which gives unique strength, drips from his private part?  

thiruvAimozhip piLLai says here that while AzhwAr continues to be emperumAn’s servitor and to be completely dependent on him, this water dripping from his private part gives AzhwAr the strength to carry out mangaLASAsanam for him such that the relationship of protector-protected changes whereby, he, out of concern for krishNa [when he is vulnerable as a child] takes on the role of the protector of emperumAn, who is now protected. The meaning for gangaiyilum periyadhu is that this water is the sustenance for the entire universe [while AkASa gangA is exclusively for the celestial entities].
