After enjoying the divine feet in the previous pAsuram, AzhwAr is enjoying the divine shin [portion of the leg between the ankle and knee] in this pAsuram.

Simple Translation
krishNa was hugging the divine bosom of yaSOdhAp pirAtti, who is youthful and who has bamboo-like shoulders. He drank milk from her bosom and was lying happily, due to filled-up stomach. On his divine pair of feet, he has silver anklets on the shin region, shining brightly. yaSOdhAp pirAtti is calling her friends who are beautiful, to look at his divine shin.
vyAkhyAnam (Commentary)
paNaiththOL iLavAychchi – yaSOdhAp pirAtti has her shoulders which are like bamboo, being fresh, well rounded and beautiful. She is also youthful. The reason for describing her this way is not because of her being an enjoyable person due to her beauty and age, but because of her affection for krishNa and her desire to protect him constantly.
pAl pAyndha kongai – her bosoms will start secreting milk, the moment krishNa becomes hungry and desires to have milk. He does not even have to bring his mouth near them.
aNaiththu Ara uNdu kidandha ippiLLai – hugging her bosom with his divine hands, imbibing her milk till his stomach became full, krishNa lay happily. Such krishNa’s …
iNaikkAlil … – In the two divine feet, which are having beauty countering each other. Those who are qualified to enjoy this, look at the beauty of shins which are shining brightly with silver anklets.
kArigaiyIr vandhu kANIrE – since you [referring to the herd-women] are beautiful, you know the distinction of beauty. Hence, you should come and look at his beautiful shins.
In his svApadhESam, thiruvAimozhip piLLai says that the reason for their being beautiful is because they are totally devoted to emperumAn and are fully dependent on them.
