Simple translation

I am seeing bhagavAn who is mercifully resting in the vast ocean, who kicked SakatAsura who was having a strong body and was strolling towards him, who tore and knocked down hiraNyAsura back then, being unable to bear the suffering of prahlAdha, and who as thrivikrama, measured the vast earth by stretching his divine feet and subduing it, once in the past, in the beautiful dhivyadhESam named thiruvarangam which is surrounded by beautiful water.

Highlights from vyAkyAnam (Commentary)

vaLarndhavanai … – One who is mercifully resting in the vast ocean, being the root for the incarnations.

vali … – Subsequently, when he heard “Demoniac persons have increased”, he incarnated; one who kicked with his divine feet, the strong cart-wheel which was possessed by a demon, to have it broken down completely into pieces.

thariyAdhu … – As hiraNya went on to torment his child, prahlAdha, by pushing him into the ocean, placing a stone on him to crush him, emperumAn, being unable to bear it, incarnated as narasimha and tore hiraNya and knocked him down.

peru nilam … – One who stretched his divine feet to contain the vast earth in two steps, and measured and accepted it.
