The best hill thirunIrmalai is the abode where such emperumAn who is standing in thirunaRaiyUr which is surrounded by vast gardens with abundance of water, who is sitting in thiruvAli, who has reclined in thirukkudandhai and has walked in thirukkOvalUr which is shining due to ponds, is eternally present.

anRAyar …munbu – during ancient times; remaining lovingly together with nappinnaip pirAtti and periya pirAttiyAr who is having lotus flower as her abode.

avuNarkku … – The abode of the eternal presence for the emperumAn, who never shows mercy towards demoniac people, even while he is present with his divine consorts, is – thirunaRaiyUr which is surrounded by vast gardens which have abundance of water; thiruvAli which has similar greatness, thirukkudandhai and thirukkOvalUr which is shining due to the ponds; in these abodes,

ninRAn … – He stood in thirunaRaiyUr, seated in thiruvAli, reclined in thirukkudandhai and walked in thirukkOvalUr.

idam mAmalaiyAvadhu – Though there are other hills, they are not abodes of emperumAn. thirunIrmalai is the abode where he manifested himself with the love he has towards all the dhivyadhESams.
