Simple Translation
Oh, chandhran, who is moving about in the sky! Herd-folk are praising you, calling you to come and play in the courtyard. nandhagOpar is the head of such herd-folk. You [addressing krishNa] should clap your hands so that nandhagOpar is happy. Oh, one who is reclining in thirukkudandhai! You should stand and clap your hands.

thU nilA … – come to the courtyard which has moon.
thiruvAimozhip piLLai, in his svApadhESam, says that yaSOdhAp pirAtti carried krishNa on her waist to the courtyard, calling chandhran “Oh ambulee, who is roaming about in the sky! Oh, chandhran! Come”, calling chandhran as ambulee too, in the way a child would call him.
viLaiyAda … – calling chandhran too “Oh, ambulee who is moving about in the sky! Oh, chandhra! Come and play”
nI nilA – you should stand.
thiruvAimozhip piLLai says here that the term nilAva refers to nandhagOpar and that yaSOdhAp pirAtti is asking krishNa to clap his hands such that nandhagOpar exists.
nin … – You should clap your hands such that nandhagOpar, who is delighted with your activities and who praises you, and who is the leader of herd-folks, becomes happy and shines.
thiruvAimozhip piLLai says here that nandhagOpar praises krishNa for both his eminence and simplicity. He further says that nandhagOpar, through his qualities, has controlled and ruled the herd-folk who are ignorant and are individualistic.
kudandhai … – Oh, one who is reclining in thirukkudandhai, being under the controller of your followers!
thiruvAimozhip piLLai says here: Oh, one who is reclining in thirukkudandhai just as it has been mentioned in thiruvAimozhi 5-8-1 “thigazhak kidandhAy kaNdEn” (I am seeing you, in the lying posture, shining) and in thiruchchandha viruththam 61 ”kidandhvARu ezhundhirundhu pEsu” (you should speak to me, getting up from your posture of lying down).
