Simple translation
vaigundha viNNagaram, in abundantly rich thirunAngUr on the earth which is surrounded by ocean which is filled with ships, is the eternal abode of the great benefactor who is holding Sankha, firm mace, chakra, sword and the bow in front of our eyes; thirumangai AzhwAr, who is the leader of those who are in thirumangai region which is surrounded by gardens where beetles are humming, uses his sword to cut the enemies’ bodies to pieces, is death for enemies and is kalivairi, mercifully spoke this decad which is worthy to be praised by the assembly of poets and is a garland of thamizh words on such dhivyadhESam; those who can recite these ten pAsurams, will have the greatness to rule over earth and paramapadham.

sangu … – This is the abode where sarvESvaran who is puNdarIkAkshan (lotus-eyed) and is holding the five weapons for the sake of his devotees, is eternally residing. AzhwAr sang vaigundha viNNagaram in abundantly rich thirunAngUr on the earth which is surrounded by ocean which is having ships. The one who sang is AzhwAr who is the leader of the residents of thirumangai which is surrounded by gardens which are filled with beetles which have drunk honey. parakAlan who uses his sword to sever the enemies, mercifully spoke this decad. If the sangam (the ancient, thamizh, literary assembly) poets gather and decide to praise thamizh, they will praise this decad only; those who are well versed in this decad, will have the nature to have nithya vibhUthi and leelA vibhUthi at their disposal.
