Simple translation

As the fruits from the tall coconut trees, which are having abundant branches, fall on the mango tree and gather the mangoes which fall on the river kAviri which is having water which is pushing along those fruits, the kAviri would flush out the sand dunes and fill them with flowers in the dhivyadhESam named thiruththeRRi ambalam in thirunAngUr, where reddish-eyed sarvESvaran, my lord, is mercifully residing. He is the lord who carefully analysed and entered the small huts which are secured with doors, to mercifully consume the well prepared freshly churned butter in that fresh state, pulled the top end of sari of the cowherd girls who are having battle-ready spear like eyes and roamed around the town of the cowherds, causing torment.

Highlights from vyAkyAnam (Commentary)

padal … – If the cowherd girls secured the lock on the door at the entrance of their small huts, he would unlock it and enter. The hut becomes great when he opens and enters it [until then it remains small].

pasu veNNey padhamAra – To mercifully consume the freshly churned butter before it loses its freshness.

paNNai – idaichchEri (neighbourhood)

adal adarththa – Those who have eyes which appear like battle-ready spear.

paNNai muRRum – In all the groups [of residences].

thOkkai paRRi – They will stop him with their eyes. He will pull them their top end of the sari.

alandhalaimai – He made the whole town become tormented that one sari needs to be worn by seven persons [its a passage which indicates huge torment].

madal eduththa – As the coconut fruits, from the trees which are having tall branches, fall on the mango trees, the mangoes fall down; ponni (kAviri) river is having water which gathers all of those fruits and flushes out the sand dunes to fill them with flowers; in such thirunAngUr.
